### Describe the enhancement requested Add support for the ALP (Adaptive Lossless floating-Point) encoding for `FLOAT` and `DOUBLE` columns to parquet-java, covering both the writer and the reader. ALP was added to the format as `Encoding.ALP` in parquet-format 2.14.0.
