[~sandeep.guggilam] The main peculiarity is that master.v7 patch (the one I
committed) seems to have had a [green Hadoop QA

Its build also ran this test and it [passed
then|https://builds.apache.org/job/PreCommit-PHOENIX-Build/3768//testReport/org.apache.phoenix.pherf/RuleGeneratorTest/],
so this is weird. Anyways, reverting 4521 causes the test to pass so the
problem is definitely related to 4521. Just not sure how it didn't get caught
