This Jira builds on 5804 which is dependent on refactoring done as a part of
5799. We are waiting on 5799 to be merged in master so that other jiras can
seamlessly be ported. Although 5799 is closed and there is a feature gap in
master/4.x, the refactoring can still be ported to master. Once that is done, I
'll port these jiras to master. cc: [~gjacoby]
