I could not find where the problem repo URL is coming from.
I am afraid that the problem URL is hardcoded in some maven plugin, or external
resource, so it's not easy to change.
It's realtively easy to work around this problem, and updating the docs is a
manual process only done by committers, so IMO we can live with that for now.
The real solution is to rewrite the site generation with current tools.
That should also allow us to fix that problem that we cannot update the grammar
and function descriptions, because the site build chokes on any Phoenix version
that is not super ancient.
