   A general question: looks like we're duplicating quite a lot of IT tests so 
that we can test them with region moves. This will require future test-writers 
to either duplicate their tests going forward, or the tests will gradually 
diverge. This will also increase the time to run the full test suite.
   
   Is there a way we can do region moves as a parameterized use case, and/or is 
there a more limited set of functionality we need to verify works with region 
moves that covers all the different scanner types but not necessarily all the 
higher level logic the existing IT tests need to verify?
