`PhoenixSyncTableOutputRepositoryTest` brings up a full HBase+HDFS+ZK mini-cluster. [PHOENIX-7751](https://issues.apache.org/jira/browse/PHOENIX-7751) introduced it alongside `PhoenixSyncTableToolIT` but miscategorized it.
