Adding freshness aware table loading to Polaris to match the Iceberg 1.8.0
REST Spec change. createTable and loadTable will now issue an ETag value of the
metadata location, and loadTable will consume an If-None-Match header and
compare it against the metadata location in the TableLikeEntity to determine if
the the client's version is current.
