Hi [~hanishakoneru], thanks for reporting this problem.  I tried to reproduce 
it in a unit test but the test passed.  In the new test, 
# a single node cluster is started;
# client write some messages to the cluster
# call setConfiguration() to add one or two node(s)
# sleep 5s
# start the new node(s)

The new node(s) were able to join the cluster and the test passed.
