## What changes were proposed in this pull request? Sonar no longer accepts reports created using Java 8. This change upgrades to Java 11. Check is split from unit to avoid affecting that one, and also to let them execute concurrently. (This is based on top of #418, hence created as a draft.) https://issues.apache.org/jira/browse/RATIS-1311 ## How was this patch tested?
