The javadocs for Ratis are currently in the Chinese locale. 

This can be seen by unpacking any of the published {{ratis-*-javadoc.jar. }}It 
can also be observed when viewing the javadoc from the IDE in any project that 
depends on Ratis. 

This problem likely arises as no javadoc locale is defined in the pom file and 
as a result the javadocs are generated as per the default system locale.
