Description:
Add TraceUtils: Land the utility class in ratis-common based on the code you
see in HBase's TraceUtil, and we will add the first use case in ratis-server
with adding unit tests
I will see if we can have the GRPC instrument for those send() or sendAsync
function to be included in this PR, if not I will split it.
