Summary: Close stale PRs which have been open for more than a few
months

Currently we are having a lot of RATIS PRs which have been open but not worked
on for a long time.
We should auto-close them if they are stale for a long time to avoid polluting
the PR queue.
We can set this stale condition to a longer duration like two or three months
since Ratis review and fix cycle is a bit longer, but anything older can be
closed.
This encourages users to take a look at their patches.
We can even go ahead and try to add a condition like if review or comments had
been provided but the patch hasn't been updated then mark as stale
