## What changes were proposed in this pull request? Dependabot started updating actions from `apache/infrastructure-actions` (e.g. https://github.com/apache/ratis-thirdparty/pull/183) when no changes are made in those actions, only other parts of the infra repo. The actions are pinned by SHA without tag comment. This PR adds tag comment (and changes SHA to match the tags) to hopefully prevent these unnecessary dependabot updates.
