.006 Some final tweaks:
* Cleans up .gitignore files
* Adds target to apache-rat-plugin exclusions
* Runs apache-rat-plugin on every build (this is not long because we've gotten
rid of the massive generated source-unpacking directories)
* Update BUILDING.md to be a bit more explicit in how to get the "fast"
no-shaded-jar builds
