.001 Adds in necessary files in preparation of an ASF release (LICENSE, NOTICE,
DISCLAIMER), drops in a make_rc.sh script, and creates an amended NOTICE file
to throw into the JAR we build.
Most of our dependencies are ALv2 which makes things easy, but I found a few
Copyright notices that we should propagate via NOTICE in our Jar (but not the
src-tarball, because we don't redistribute those dependencies in source form).
Avoiding clicking "patch available" since QA won't konw what to do with this
patch :)
