[~dapengsun] This is related to Sentry-1184, would you like to take a stab at
it? Seems like we are hitting NPE because of a partialUpdate and a fullUpdate
happening parallely, which is only possible if a update is taking more than 30
seconds. In which case, it makes sense to not enter stale state while updates
are happening. By the way, these are being synchronized as part of sentry-1184.
