Right now one has to specify privilege of form
"HOST=<HOST>->RESOURCE=<RESOURCE>->ACTION=<ACTION>", however HOST is most of
the times going to be used as *, unless someone wants to perform IP filtering
via Sentry (very unlikely). It is better to make HOST=* implied if host is not
specified in privileges.
