[~akolb] I talked with Sergio. He is working on SENTRY-1760, which does the
following tasks:
1) automatically detects when sentry is out of sync with HMS, and should get
full snapshot from HMS
2) automatically detects when name node is out of sync with sentry, and returns
full snapshot to Name Node's request.
Once the above is done, do we need to provide API to allow user manually
trigger the full snapshot? i.e., do we still need sentry-1712 and sentry-1520?
