Description:
Right now, notification processor only update role privileges for path
notification events. We need to update user privileges as well.
For example, when a table is dropped, its owner privilege should be dropped
regardless the owner is user or role.

When a table is renamed, its associated user privileges should be moved to be
associated with the renamed table.
This is related to owner privilege as owner could be a user.
