[~LinaAtAustin] Maybe we are not using the latest hive changes because this
change is not reflected in Sentry. When we test a DROP FUNCTION command hive
does not provide UDF class name as input. It does provide with CREATE FUNCTION.
This code change has many critical changes like not calling sentry when
dropping functions that don't exist are executed. But yeah my change was not
created with this change in mind
