Fix For: java-chassis-2.2.0
Some config servers only support key-value, and users want to config yaml
files.
To support this, Spring Cloud Huawei add
spring.cloud.servicecomb.config.fileSource=key1,key2
and add value of key1, key2 to properties. Java Chassis should support this
feature too.
