This problem is caused by missing Spring Deployer bundle in Karaf 2.4.0
*Workaround*: please install the Spring Deployer bundle manually:

mvn:org.apache.karaf.deployer/org.apache.karaf.deployer.spring/2.4.0

I'll open an issue in Karaf. Additionally I'll add an workaround in ServiceMix
so it will be available in 5.3.1 and 5.4.0 which will be released soon
