Commons Chain 1.2 is a bug-fix release[1] and IMO is worth upgrading for the
CHAIN-33 issue[2] which a Struts user experienced recently - see STR-3143.
I also noticed Shale depends on Commons Logging 1.1, rather than latest 1.1.1
release[3]
