Summary: BasicHttpFetcher should log the type of the exception
when timeouts occur

BasicHttpFetcher.fetch will log any number of timeout exceptions with the same
message. It reports the request URI, the name of the fetcher class, and the
amount of time that elapsed before timing out.
It should also report the type of the exception that was caught. This is
useful to diagnose what type of timeout is occurring.
