Thanks for the review David.
Ok I'll fix the code as you suggest in the PR. I'll make it clear in the code
that elevate.xml must not be in data dir in Solr Cloud. And I'll update the doc
to explain that.
Eventually this Jira issue will be resolved as "work as designed".
