   Question is, do you want to wake someone up in the middle of the night just 
because your cluster went from 3 live replicas to 1 at 03:30.
   
   Help me understand what the result of `fractionReplicasUp > RED_LEVEL` will 
be when 1 out of 3 replicas are live. It is `0.3333333 > 0.33 == true`, thus 
`ORANGE`, or will it be `RED`? You may have a unit test proving this but so far 
I'm just looking at the definitions.
