Resolution: Won't Fix
I'm going to resolve as Won't Fix, especially after reading Mark's recent
comment. No we won't be lowering thread pool limits anytime soon. Moreover,
the underlying need to to limit usage on the cluster, and [~atris] has done so
in SOLR-13528 and SOLR-14588 (Circuit Breaker). It incorporates one of the
sub-tasks here.
