Cassandra Targett resolved SOLR-11938.

    Resolution: Won't Fix

This is just simply how it works - it continuously polls the leader and if the 
leader goes away it doesn't know what to do. It's possible something could be 
done to change it, but I don't think at this point we're going to invest in 
that way in this functionality.
