Hi,
as [~dfoulks] mentioned in the INFRA issue, I would have disabled MultiViews
for the Solr webpage. I was not aware that this is turned on by default.
Especially this issue would also cause similar issues when you use the new
subversion folder for CRDS downloads. So IMHO, the inner htaccess should really
go away.
Another option would be to rename the downloads.html page.
