This all makes sense. My understanding of GDPR was that if there was ever a cookie present on a site that is used to identify a user, not necessarily in the real world nor using PII, we would need to tell the users that we use cookies to give them an opportunity to opt out. We do not need to give users a chance to opt out if the need to store the cookie and identify them is a legitimate interest of ours. If it is for certain things like personalization or user preferences, things get murky. Of course, I am deferring to your knowledge on GDPR as you have a lot more experience with it I presume. I think the larger point is that Apache stores nothing about the users now. So, maybe this is all moot?
