The random data gen this uses is in, so I’m cleaning this up and crossing my 
i’s to get this ready for commit.

It’s certainly overkill for this issue alone (I’ve been putting together 
various things I need for a list of performance issues I have in the pipeline), 
JavaBinCodec is not exactly a bottleneck in most cases, but it’s performance is 
still important as a low level block underpinning a huge swath of the system - 
there are also outlier and other improvements as well. It’s taken a few moments 
because  a large list of tools were used in working this out, analyzing it, and 
verifying it. Sometimes directions are abandoned, rerouted, retaken, added on, 
and then fresh analysis is required each time.
