Thanks for finding this, Houston. I am not sure what's causing enabled not
to work - this is strange indeed! I noticed a similar thing in an unrelated
build somewhere, very strange. We could try onlyIf on jrubyPrepare - this
should work (and should skip the task). If it works then it'd be a
reasonable workaround (if a property is set, detach ref guide building from
assemble, disable jrubyPrepare).

The fact jrubyPrepare always runs looks like a bug to me, btw. This was
also noticed by Alexis Tual while he worked on enabling gradle caches.
