I believe .devcontainer is currently specific to VSCode, unfortunately, but it
is not required for VSCode development. Treating it as IDE-specific
configuration and including it in the {{.gitignore}} file would be another way
to handle it so that developers wishing to make use of one can do so without it
showing up in their change list.
