I'd rather add to an existing file that is suitable than start a new one.  I'm 
not sure I agree that solr.xml is complex but even if it were (it's 
subjective), what does that matter?  The files users edit by hand in Solr are 
all XML, BTW (for better/worse) but my point is that this is consistent.
