I went to backport the fix for this issue to branch_9_0 yesterday, and noticed 
a few GCS-related fails on fucit.  They were unrelated to this change - instead 
being a part of a known test-only issue that I was insufficiently working 
around.  I went ahead and fixed this on 'main' and 'branch_9x'.

I'll give Jenkins a few more days to find failures, and will backport both of 
these changes to branch_9_0 if everything still looks clean.
