--------------------------------------------------------------

How does this relate to SOLR-14688, the Jira link says "Supercedes". But as I
understand it, this new mode is only for jars bundled with the solr tgz, not
for all 1st party packages (i.e. maintained by Solr project but released as
separate artifacts).

Can I propose that you go back to the google doc in SOLR-14688 and update the
"grand plan" wrt the overall design and phases of 1st party packages? That doc
is now very outdated. I feel this Jira is swaying back and forth and really
deserves a solid high level design.

*EDIT:* Alternatively, if you add to the PR reference-guide edits to include
local pkgs, it could serve some of this purpose. Ideally the user experience of
using local pkgs should feel very similar (only less steps) to the remote
experience.

> Introducing a new way to load packages from a trusted location in the
> filesystem.
> * Packages are loaded from the filesystem. Useful for loading first party
> packages from modules/ (or contrib/) directory
> ({{{}-Dsolr.packages.local.dir=<path_to_contribs>{}}}).
> * This mode (of loading packages from filesystem) doesn't go via ZK at all,
> and hence this mode can be used to cold start installations with few packages.
> * This mode shall help the package management honour immutable
> infrastructure/deployments philosophy.
> * This can ensure that only relevant packages are loaded and any
> vulnerabilities in contribs/libraries impact only a very small subset of users
> * A unified view of packages irrespective of how you use it (local/ZK)
