I faced this issue in an environment where SOLR was deployed and the internet 
is restricted behind a proxy, to replicate this I used this tool to delay DNS 
resolution and lose packets in local, and SOLR 9 response became slow while I 
am not able to find any evidence yet that SOLR is attempting to make an 
internet request, the behavior seems so (it works fine if the internet is 
completely off i.e instant failure or the connection is stable).

I have replicated this in my local, I have tested SOLR 8 & 7 in the same 
environments (both local and deployment) and they work just fine, I am only 
facing this issue with SOLR 9.

Here are the steps I have used to replicate this issue.
 * use the tool to delay DNS resolution and packet loss.
 * start SOLR
 * make a request to SOLR and it's delayed.

Sometimes while using this restricting tool for a while, OS detects no internet 
availability and then the internet request starts failing instantly in that 
situation also SOLR starts responding instantly.
