This PR adds a Java system property `solr.OverseerStateUpdateMaxQueueSize` to set the overseer queue size. # Solution `STATE_UPDATE_MAX_QUEUE` is now set to the Java system property `solr.OverseerStateUpdateMaxQueueSize`, defaulting to `20000` if it is not set.
