AFAICT 9x solr builds have not passed since Jan12 -- when
ec9b152c31fac99fe190ccc98e754c1200bd9fd2 was committed.
This commit added TestCoordinatorRole.testNRTRestart -- which fails for me
locally 100% of the time, regardless of seed.
