Merging SOLR-16672 means the one actual use of setDefaultCollection, in 
SolrCLI, is removed...   Only 88 more uses to go spread across test code and a 
couple of test-framework base classes....     I'm going to take a stab at 
reducing the footprint of setDefaultCollection, and see where that leads me, as 
attempting to use DefaultCollectionSolrClient didn't seem to make life easier 
on the tests side of things...    It might be a good thing for an end user...  
but it didn't fit naturally into how tests are done today....
