The changes made here do propagate to docker.

It took a while before I could get the docker build to work.  On running it, I 
found that setting the OOM variable on the docker run command did not change 
the commandline  used to start solr in the container.  And I could find no 
evidence in the solr/docker directory of the codebase that OOM was being looked 
at.  So I think that part of the documentation is invalid.
