SOLR-16831: Fix the bin/solr healthcheck command. (#1710)
Fix healthcheck CLI command, and add the ability to take in a -solrUrl as well
as -zkHost. As part of this cleanup, discovered that SolrCloudTool.java was
ONLY used by the Healthcheck command, and it actually wasn't helpful, so
removed this class.
