Thanks for commenting [~dsmiley]...    I put this ticket together originally to 
help me organize my work list.   The "cli" label is useful for categorizing 
tickets that touch the CLI, and the "Assign to me" is useful to track which I 
have immediately taken on.   However, neigther quite helps me organize the work 
that I'm doing.   This ticket is supposed to list out the specific tickets that 
I'm planning on completing in order to get our CLI situation to a better place. 
  I'm not trying to solve ALL "cli" tickets, and assigning them all to me is 
very messy.    I've been using this ticket to basically guide myself through 
the work, it helps me figure out "what next".   It also helps me as I find 
specific issues, so that I try to have more smaller PR's!   I have a tendency 
to keep pulling on the thread and end up with larger PR's covering multiple 
issues....    Would renaming this tickets "Plan For Getting Solr CLI to a Good 
State for Solr 10x" be better ;-).  Happy to rename it.   

[~elyograg] I would love to see more of your work brought into this effort.   
Please feel free to create JIRAs and open PR's and i'll work with you to review 
them and get others to review and get them comitted!    <--  I do worry that by 
having a seperate "solrcli" github project, you are going to have difficulity 
getting it re-added back into the apache solr repo!   I've looked a bit at the 
picocli library, and it looks great..  Much better than the commons-cli ;-).
