sure, no rush [~dsmiley], this can wait. and yes I agree this can be decoupled.
it is under the same umbrella because it was originally part of my PR and
decided to stash it until the main OTEL migration happens. it was easier to
create a subtask so I have it handy once the other jira was complete. we can
turn this into its own thing if you feel it's better.
