Currently, the "create collection" API allows users to specify core properties.
But, oddly enough, there's no way to specify collection properties.
This is a tough limitation as it discourages and complicates custom plugins and
other features from relying on this source of per-collection configuration.
We should find a clean way to allow users to set collection properties in their
"create collection" calls, that doesn't conflict with the existing syntax for
setting core.properties.
