However, the clusterprop command is recommended to be used for setting the TLS property for SolrClouds that have not yet been started. Since Solr now supports creating chroots implicitly, SOLR-7642, the zkCli.sh commands should work if the chroot doesn't exist yet. This is pretty easy to fix by changing the zkClient.create() to zkClient.makePath().
