humm..  not sure the best approach, do we leave this ticket open, even though a 
partial fix was committed, or maybe we are better off opening a new ticket?   
Keeping in mind, this is a almost decade old ticket, so, even if we open a 
ticket for the percent encoded, I don't know that anyone is going to fix it.... 
 It would be great if someone migrated the ManagedResources over to the V2 apis 
instead, and maybe we get the fix for percent encoded for free ;-).
