I spent some time last week working on this, but couldn't manage to reproduce.  
If anyone else has run into this, or has ideas what might make a repro more 
likely, please let me know!

[~ozlerhakan] - do you have any sense for what sort of traffic the cluster is 
seeing when this error occurs?  (e.g. Do you see this occasionally regardless 
of other traffic?  Does it only happen if there are other "admin" requests 
ongoing, etc). Or even better - is there any chance you have logs?
