Deep paging can be very expensive (and even dangerous) if done naively. See
[here|https://solr.apache.org/guide/solr/latest/query-guide/pagination-of-results.html#performance-problems-with-deep-paging]
for some background on why.
We should add a configurable soft-limit to nudge users towards using
cursormark, any time we see sufficiently large "start" or "rows" parameter
values.
