Resolution: Won't Fix
I *believe* this is HDFS specific, not solr specific, so going to close it
since HDFS has been removed in Solr 10. We did keep the blockcache code by
moving it into solr/core, so if we need to keep this ticket related to the
existing code, then please reopen it.
